Local votes and rules

📜 Data center rules · Gilbert

The planning commission voted Aug. 5, 2026 to recommend strict data center rules: industrial zones only, at least 650 feet from homes, no town drinking water for cooling and no open evaporative cooling. Town council vote was expected in September. Gilbert has no data center applications.

Aug 5, 2026Source

📜 Data center rules · Goodyear

City council unanimously passed a full rewrite of its zoning code, the first since 1999. Data centers are allowed in industrial zones with conditions, and must stay 300 feet from homes, with new noise standards.

July 6, 2026Source

✅ Approved · Maricopa County

County supervisors voted 4-1 to give Project Baccara a special permit needed near Luke Air Force Base. The 160-acre site off Olive Avenue and Litchfield Road would hold two data centers and a gas power plant, about 400 feet from a dozen homes. It still needs an air permit.

May 6, 2026Source

✅ Approved · Mesa

City planning board approved a smaller EdgeCore data center in Eastmark: two buildings (1.2 million square feet, down from 2.1 million). Generator tests only 9 a.m. to 9 p.m. It still needs a city council vote.

March 11, 2026Source

🗺️ Zoning change · Buckeye

City council passed Ordinance 04-26, lifting old limits that kept a 157-acre site to hydrogen production. The land is now open to heavy industry; the owner is interested in a data center, which would still need a conditional use permit.

March 3, 2026Source

📌 Other · Phoenix

At least 11 landowners have filed Prop 207 claims saying the 2025 data center rules lowered their land value. Instead of paying, the city has given waivers in some cases that let projects go ahead, such as a planned Aligned Data Centers campus in Deer Valley.

March 2026Source

✋ Turned down · Chandler

City council voted unanimously to reject a rezoning for an AI data center on 40 acres in the Price Road corridor, asked for by Active Infrastructure. More than 250 people wrote against it.

County supervisors unanimously rezoned about 2,000 acres west of the White Tank Mountains for industrial use. This clears the way for Hassayampa Ranch, a planned data center campus over 1 gigawatt led by Arizona Land Consulting.

Dec 10, 2025Source

📜 Data center rules · Mesa

City council unanimously passed data center zoning rules, in effect Aug. 8, 2025. Data centers need council approval, may only go in industrial zones, must be 400 feet from homes and no taller than 60 feet, and must do an early review of power and water use.

July 8, 2025Source

📜 Data center rules · Phoenix

City council unanimously changed the general plan and zoning code for data centers. They may only go in industrial and some commercial areas, and need a special permit. They must reduce noise if within 300 feet of homes and stay half a mile from high-capacity transit.

July 2, 2025Source

📜 Data center rules · Chandler

City council unanimously passed data center rules, in effect Jan. 5, 2023. Data centers need a special rezoning (PAD). Builders must do a noise study before building and keep noise at that baseline, check noise for five years, hold neighborhood meetings and tell residents about generator tests.
