Microsoft runs and is growing a five-building data center campus in Goodyear. Because the local water is salty and hard to reuse, it agreed in 2023 to cool future buildings with air. It is paying $36 million toward a bigger city wastewater plant.

City council unanimously passed a full rewrite of its zoning code, the first since 1999. Data centers are allowed in industrial zones with conditions, and must stay 300 feet from homes, with new noise standards.
