County supervisors voted 4-1 to give Project Baccara a special permit needed near Luke Air Force Base. The 160-acre site off Olive Avenue and Litchfield Road would hold two data centers and a gas power plant, about 400 feet from a dozen homes. It still needs an air permit.

City council passed Ordinance 04-26, lifting old limits that kept a 157-acre site to hydrogen production. The land is now open to heavy industry; the owner is interested in a data center, which would still need a conditional use permit.
