EdgeCore data center campus in Eastmark, Mesa

EdgeCore plans two large multi-story data center buildings on part of a 90-acre site in southeast Mesa. It shrank the plan by about 40% so SRP could expand its substation. The site sits in Mesa's data center corridor along Elliot Road.
Where things stand: Mesa's planning board approved a smaller plan (1.2 million sq ft) in March 2026 to make room for an SRP substation.

Local votes and rules

City planning board approved a smaller EdgeCore data center in Eastmark: two buildings (1.2 million square feet, down from 2.1 million). Generator tests only 9 a.m. to 9 p.m. It still needs a city council vote.
๐ Data center rules
City council unanimously passed data center zoning rules, in effect Aug. 8, 2025. Data centers need council approval, may only go in industrial zones, must be 400 feet from homes and no taller than 60 feet, and must do an early review of power and water use.
