At least 11 landowners have filed Prop 207 claims saying the 2025 data center rules lowered their land value. Instead of paying, the city has given waivers in some cases that let projects go ahead, such as a planned Aligned Data Centers campus in Deer Valley.
📜 Data center rules
City council unanimously changed the general plan and zoning code for data centers. They may only go in industrial and some commercial areas, and need a special permit. They must reduce noise if within 300 feet of homes and stay half a mile from high-capacity transit.
