NTT wants to build seven data center buildings, about 2.3 million square feet, on 170 acres of the former GM proving grounds in southeast Mesa. Mesa first approved data centers here in 2024. NTT says its cooling is a sealed loop that does not evaporate water. Neighbors worry about water use, size and home values.
Where things stand: The site was rezoned for data centers in Aug 2024. NTT's changed plan won a 4-0 planning board vote in June 2026; the City Council vote on the changes was postponed.

What happened so far
- Nov 2023Pacific Proving asked Mesa to allow a 360-megawatt data center campus on the former GM proving grounds.
- Aug 26, 2024Mesa City Council unanimously approved annexation, rezoning and a development agreement for the Pacific Proving Technology Campus.
- March 2025NTT Data Group bought the 173-acre site for $300 million.
- June 2026Mesa Planning and Zoning Board voted 4-0 to recommend approval; the Council vote was pushed to later in summer.
Local votes and rules
✅ Approved
City planning board approved a smaller EdgeCore data center in Eastmark: two buildings (1.2 million square feet, down from 2.1 million). Generator tests only 9 a.m. to 9 p.m. It still needs a city council vote.
📜 Data center rules
City council unanimously passed data center zoning rules, in effect Aug. 8, 2025. Data centers need council approval, may only go in industrial zones, must be 400 feet from homes and no taller than 60 feet, and must do an early review of power and water use.
