Local votes and rules
🗳️ Public vote · Taylor
Residents turned in a petition with more than 1,400 signatures for a citizen ordinance that would pause data centers in Taylor until the city creates a special zoning district for them. City Council did not adopt it or put it on the ballot, saying Texas law does not let cities change zoning by popular vote. Council members said they will handle data centers through the city plan and development code instead.
🗺️ Zoning change · Round Rock
Round Rock City Council unanimously approved a rezoning for a Skybox Datacenters building: about 250,000 square feet and 75 megawatts on 30 acres.

In Texas, cities decide inside city limits. Outside cities, the county has the say, but Texas counties have very few zoning powers.
