Lockhart passed Ordinance 2026-24. It defines data centers and crypto mining sites and allows them only in the Heavy Industrial district with a special permit (Specific Use Permit). They are not allowed in flood zones.

It opposes data centers that use open-loop water cooling or other heavy drinking-water use in dry areas, and any data center without safeguards. It asks the Legislature to give counties more power, since Texas counties cannot zone land.

Caldwell County commissioners approved a property tax break (Chapter 312 abatement) with EDC Austin LLC for a data center to be run by Edged. It is planned on about 330 acres off State Highway 142 near the LCRA Timmerman power plant in the Maxwell area, with up to $7.3 billion in total investment.
