Local votes and rules
β Approved Β· Temple
Rowan Digital Infrastructure asked Temple to approve the 'Lasso' building, the last of six data centers on its Temple campus, on a new site after Rowan gave land to the city for a landfill expansion. The Planning and Zoning Commission heard it on August 17, 2026, with City Council to follow in September. The city is also weighing a tax break, annexation and new rules with a 200-foot buffer between data centers and homes.
π Other Β· Unincorporated Bell County
Bell County commissioners put off a proposal to stop giving tax breaks to data centers. The county judge said tax breaks are the county's only way to set conditions, such as noise studies and refusing to sign secret deals (NDAs). The county planned workshops and an updated tax break policy by September 8, 2026, and asked the state for more power over data centers.
β Turned down Β· Killeen
Killeen's Planning and Zoning Commission voted 4-1 to deny a permit for ONMINE's $30 million computing center on a 3-acre lot on South Fort Hood Street, even though city staff recommended approval. Neighbors, including a church, worried about water, air pollution and humming noise.

In Texas, cities decide inside city limits. Outside cities, the county has the say, but Texas counties have very few zoning powers.
