The county planning commission approved a conditional use permit for Nebo North LLC ('Project Nebo') to build a data center campus of about 3 million sq ft on county land just outside Mona. The public hearing lasted about four minutes and no residents came. Neighbors only learned of it months later. In September 2026 more than 100 residents protested at a county commission meeting; the commission chair said undoing the permit could bring costly lawsuits.

Nephi's city council created a new Industrial 4 (ID4) zone just for data centers and their power plants (Ordinance 12-02-2025). Data centers must use air cooling or closed-loop cooling, not open evaporative cooling. Power plants must bring their own water rights. The zone sets lot size, setbacks, height and dark-sky lighting rules.
