  • Oct 6, 2026: We checked the Susquehanna River Basin Commission's public list of water applications: there is no water application from this project. As of mid-2026, SRBC said Amazon's Salem Township campus was the only data center it had approved. A data center needs SRBC approval before it runs if it uses up (mostly by evaporation) more than 20,000 gallons a day on a 30-day average, or takes water from its own wells or streams above SRBC limits. The project's community benefits agreement caps water at 20,000 gallons a day per campus, which is the same as SRBC's threshold.

After city staff let two data centers move forward as 'wholesale trade and storage,' Lancaster City Council voted in August 2025 to write data center zoning rules. Council then passed a change that limits future data centers to 16 parcels in suburban manufacturing zones, with a zoning hearing and noise, air quality and shutdown rules.

A resident appealed the city's decision that two planned data centers, including a CoreWeave project on Greenfield Road, count as an allowed 'wholesale trade and storage' use. The developers then sued to challenge whether the appeal was valid, putting the zoning board hearing on hold.
