Penn Township supervisors in Lancaster County voted unanimously to advertise a data center ordinance. It would allow data centers by special exception in commercial/light industrial or industrial zones and require plans for water, energy, noise, emergencies and electronic waste.

Columbia Borough in Lancaster County passed Ordinance No. 2026-966, which changes its zoning rules to regulate data centers.

After city staff let two data centers move forward as 'wholesale trade and storage,' Lancaster City Council voted in August 2025 to write data center zoning rules. Council then passed a change that limits future data centers to 16 parcels in suburban manufacturing zones, with a zoning hearing and noise, air quality and shutdown rules.
