Where things stand: Township supervisors denied the land development plan on Sept. 9, 2026, saying it was incomplete. No appeal had been reported as of Oct. 6, 2026. DEP still lists it because no state permits were filed.

Clinton Township in Wayne County held a hearing on updating its land development rules (last updated in 2008) to cover data centers. Earlier, a new township lawyer warned that a data center moratorium might not be legal in Pennsylvania. Whether the update was adopted was not found.

Linde Corporation wants to build a 20-building data center campus on 682 acres near Forest City, with two gas power plants. The planning commission first called the plan incomplete in June 2026, then accepted a new version in July, starting a 90-day review. Joint hearings were held August 3 and 17. The review deadline was about September 28, 2026; the decision was not found.
