Local votes and rules
🚫 Ban · Lovejoy
Lovejoy passed an ordinance that bans data centers anywhere in the city. It followed months of opposition to a planned 3.5 million square foot data center campus on Panhandle Road near two schools. That developer had already withdrawn and plans homes on the site instead.
⏸️ Pause on new data centers · Forest Park
Forest Park's city council approved a 90-day pause on data centers to write zoning changes. Data centers had been allowed by right, which let Digital Realty build there. The new rules would define data centers, set buffers from homes and add a community advisory committee.
📌 Other · Lovejoy
At a city council meeting, Stillwater Development formally withdrew its plan for a 15-building, 1.25-gigawatt data center campus at 11760 Panhandle Road. The city had warned about school traffic near the site.
⏸️ Pause on new data centers · Unincorporated Clayton County
Clayton County commissioners voted for a 120-day pause on new data centers, through December 31, 2025, to study health, safety and water effects. News reports in 2026 still describe a Clayton County pause covering areas outside city limits; cities such as Lovejoy and Forest Park are not covered.

In Georgia, cities and towns decide inside their limits. Outside them, the county decides.
