Three residents filed a complaint saying county leaders broke Virginia's open government and conflict-of-interest laws in secret talks over 'Project Flash', including secret deals (NDAs). The case was moved to the Lynchburg prosecutor, who was reviewing it. In August 2026 a supervisor said Project Flash would not go forward.
