North Richland Hills changed its zoning code so every new data center needs a special permit (Specific Use Permit) with public hearings, instead of being allowed automatically in some business and industrial areas. This came after two proposed data centers, including a plan to turn the former Santander center on Rufe Snow Drive into a 50-megawatt data center, drew strong pushback.
