HCI DP Land Acquisition data center (South Hanover Township quarry)

A developer wants to put a data center on a 249.5-acre former quarry in South Hanover Township instead of warehouses. It also filed a legal challenge saying the township's zoning illegally leaves out data centers.

Where things stand: Two applications filed June 2026: a special exception for a 249.5-acre quarry site and a challenge to township zoning for a larger area.

๐Ÿ•’ Latest update (June 23, 2026): Crowd packed township building after supervisors announced the two applications.

๐Ÿ”Ž What we checked

  • Oct 6, 2026: We checked the Susquehanna River Basin Commission's public list of water applications: there is no water application from this project. As of mid-2026, SRBC said Amazon's Salem Township campus was the only data center it had approved. A data center needs SRBC approval before it runs if it uses up (mostly by evaporation) more than 20,000 gallons a day on a 30-day average, or takes water from its own wells or streams above SRBC limits.

Local votes and rules

๐Ÿ“œ Data center rules

South Hanover Township voted 5-0 to advertise a data center overlay zone ordinance. It would require special approval, a 400-foot setback from homes, and a 55-foot height limit. A Texas-based developer wants to build two data centers on a former quarry site along Wagner Avenue.
