Project Phoenix data center campus (former Bruce Mansfield power plant)

Aligned Data Centers started building a 2 gigawatt data center campus on the old Bruce Mansfield coal plant land in tiny Shippingport Borough. It will run on gas power made on site. The company promises about 640 permanent jobs.
Where things stand: Borough approved conditional use in December 2025 and phase 2 of the land development plan in September 2026. Aligned broke ground September 10, 2026.

Local votes and rules

Shippingport council approved Aligned Data Centers' plan for up to three data center buildings, about 2 million square feet in total. The project, called Project Phoenix, includes its own natural gas power plant.

Shippingport passed its first data center zoning law in March 2025. It was written before the borough learned about Aligned's plan for a huge campus next to the closed Bruce Mansfield power plant.
