York 2 Energy Center data center (Peach Bottom Township)

In July 2025, Energy Capital Partners and its company Calpine announced a $5 billion data center at the York 2 gas power plant in Peach Bottom Township. Calpine has since been bought by Constellation Energy, which must sell the York 2 plant. It is not clear who will build the data center.
Where things stand: Announced July 2025 at the Pennsylvania energy summit. No groundbreaking reported. The power plant must be sold as part of Constellation's purchase of Calpine.

🔎 What we checked
- Oct 6, 2026: We checked the Susquehanna River Basin Commission's public list of water applications: there is no water application from this project. As of mid-2026, SRBC said Amazon's Salem Township campus was the only data center it had approved. A data center needs SRBC approval before it runs if it uses up (mostly by evaporation) more than 20,000 gallons a day on a 30-day average, or takes water from its own wells or streams above SRBC limits.

- Sept 24, 2025The Susquehanna River Basin Commission (SRBC) renewed and changed water approvals for Calpine's York Energy Center gas power plants: up to 19.01 million gallons a day can be taken from the Susquehanna River (Conowingo Pool) on the peak day, and up to 5.8 million (Block 2) and 4.9 million (Block 1) gallons a day can be used up (lost to evaporation) on the peak day. These approvals are for the power plants, not for the planned data center.
- Jan 7, 2026Constellation Energy finished buying Calpine. The Justice Department required it to sell the York 2 plant.

📜 Data center rules
Peach Bottom Township posted a draft data center ordinance for review by the York County Planning Commission. No final vote had been taken, and the township planned public comment first. A large data center is planned at the York 2 Energy Center power plant site in the township.
