Homer City Energy Campus (gas power plant + Amazon data center campus)

The old Homer City coal plant is being turned into a huge gas power plant to run data centers. Amazon has filed plans for 39 data center buildings on about 2,200 acres in Center and Black Lick townships. The gas plant's air permit is being challenged by environmental groups.
Where things stand: Only the gas power plant is being built (first steel April 2026). The Amazon data center buildings are not approved yet. Amazon filed a master plan in Aug. 2026 and county review is pending. DEP says no state permit applications for the data centers have been filed.

What happened so far
- Nov 18, 2025State environment department (DEP) approved the air permit for the gas power plant (Plan Approval 32-00457A).
- Dec 17, 2025Clean Air Council, PennFuture and Sierra Club appealed the air permit to the state Environmental Hearing Board.
- April 1, 2026Developer announced 'first steel', the start of building the power plant.
- June 26, 2026DEP drafted a change to the site's water discharge permit (NPDES PA0005037). The new gas power plant's seven cooling towers will use raw water from Two Lick Creek and recycle it; used cooling water (up to about 6.84 million gallons a day) would go to Blacklick Creek, or to Two Lick Creek when needed. The draft does not say how much water the plant will take from the creek.
- Aug 5, 2026Amazon confirmed it is in 'commercial discussions' with Homer City Redevelopment about a data center campus.
