Local owners of the old glass plant in Clarion Borough are marketing it as a data center campus that could grow to 700 megawatts. It could use up to 1.2 million gallons of water a day from the Clarion River system. No tenant or formal plan has been announced.
Where things stand: Concept plans only (January 2026). Developers say data centers are allowed 'by right'; county planning review would still be needed.

Clarion Borough Council voted 6-0 for Ordinance 2025-851. It allows data centers only in the Commercial and Industrial (CI) zone, keeping them out of neighborhoods. Council members called it a first step and said the county planning office would review any big project.
