Hermiston City Council voted 7-1 to add about 810 acres of farmland in the South Hermiston Industrial Park to the city and its growth boundary, zoned Heavy Industrial with a new Hyperscale Data Center overlay meant for large data centers (Ordinance 2374). Umatilla County commissioners co-adopted the change on Oct. 15, 2025. No company has been named.

At a Umatilla County commissioners meeting, the county, the city of Umatilla and Sabey approved a 15-year property tax break for Sabey's data center campus. Sabey must invest at least $200 million, hire at least 10 full-time workers paid 130% of the county average wage, pay a $2 million community fee, and make yearly payments to the school district ($85,000) and fire district ($58,000).
