Norwalk's council approved a development agreement with Tract for 'Project West', a planned $12 billion data center campus on 282 acres west of Highway 28, after hours of public concern. The city says it covers roads and water planning only; each data center still needs its own approval. The city reserved 650,000 gallons of water a day for industry; the company asked for 400,000.
