Norwalk approved a deal with Tract for a data center park on 282 acres the city annexed in January 2026. The city expects about $12 billion in investment and about $15 million a year in property taxes. The first building could open around 2029 or 2030.

Norwalk's council approved a development agreement with Tract for 'Project West', a planned $12 billion data center campus on 282 acres west of Highway 28, after hours of public concern. The city says it covers roads and water planning only; each data center still needs its own approval. The city reserved 650,000 gallons of water a day for industry; the company asked for 400,000.
