County supervisors voted 3-2 to pause new data centers in unincorporated Pima County for 120 days, with a possible extension. It covers projects that had not yet applied for permits, so Project Blue and Project Gravel are not affected. The county is writing new zoning rules meanwhile.

📜 Data center rules · Tucson

City council voted 6-1 for strict rules on big data centers (over 25,000 square feet or over 20 megawatts). They must stay half a mile from homes, go through a full public rezoning process, and may not use drinking water for cooling. Rules took effect Sept. 4, 2026. The city is also looking at whether a full ban is legally possible.

Residents turned in about 2,800 signatures each on two petitions to let voters decide the data center rezoning. The town clerk rejected them because they were missing the right ordinances and land description. Beale sued the town over the petitions. In May 2026 a judge sided with the clerk, so there will be no public vote.

⚖️ Court case · Pima County

The No Desert Data Center Coalition sued Pima County in January 2026, saying the public notice for the Project Blue rezoning hid what it was for, which they said broke the open meeting law. A judge threw out the case on April 13, 2026, ruling the county did not break the law.

Town council voted unanimously to rezone two farm parcels on Luckett Road (about 600 acres) for a hyperscale data center by Beale Infrastructure. One member whose family owns a parcel did not vote. The planning commission had recommended it 6-0.

City council voted unanimously to stop all work on Project Blue and drop the plan to bring the 290-acre site into the city. The project later moved ahead outside city limits.

County supervisors approved the rezoning and the sale of county land for Project Blue, a large data center near the Pima County Fairgrounds.

Town council passed Ordinance 2024.029. Very large (hyperscale) data centers need a special rezoning (specific plan), must meet design and noise rules, and must show they have enough power and water.
