Alvin City Council voted unanimously for Resolution 26-R-25, which says the council opposes new data centers in the city until more studies and rule reviews are done. It is a statement, not a ban. It came after a developer looked at a 100 to 200 acre site near Alvin.

β‘ Your electric company
Depending on where you live in Alvin City: Centerpoint Energy (company) or Texas-new Mexico Power Co. (company) or Jackson Electric Co-op, Inc. (co-op (owned by its members)).
In much of Texas you can pick who sells you power, but this company owns the power lines.
Big data centers need a lot of power. Who pays for new power lines depends on state rules. See the rules in Texas.
