The landowner wants to rezone 99 acres on the south side of Eskimo Hill Road for three data center buildings (up to 975,000 square feet) and a substation. The land holds the Seddon Family Cemetery from the 1700s, with 18 or more unmarked graves of enslaved people. Moving graves would need a court's permission.
Where things stand: Supervisors voted 4-3 on July 7, 2026 to defer it until an archaeology study of a historic cemetery is done; deadline extended to October 31.

After a meeting that ran past 2:30 a.m., supervisors voted 4-2 (one abstaining) to require data center buildings to sit at least 750 feet from homes, schools, and the Rappahannock and Potomac rivers, up from 100 feet. County staff called it the strictest setback in Virginia.
