Right after Fredericksburg made a 250-acre technology zone where data centers are allowed without a hearing, The Silver Companies and STACK announced a possible $10 billion plan for 8 to 12 data centers in Celebrate Virginia South. It still needs a water agreement with the city and new power lines from Dominion.

After a 5.5-hour meeting, city council unanimously created a Technology Overlay District that allows data centers by right in Celebrate Virginia South, starting with the 63-acre NEON property (up to about 2.5 million square feet). The planning commission had recommended denial 4-3.
