Equus Capital Partners wants to rezone about 220 acres in Clear Brook, south of Rest Church Road off I-81, for 10 data center buildings and three substation pads. It sits next to a planned NextEra substation and borders a subdivision. The developer says it would bring $237 million in taxes over 20 years.

On July 8, 2026 supervisors voted unanimously to draft a change that removes data centers from every zoning district, which would make Frederick the first Virginia county to do so. The planning commission recommended it and a supervisors' public hearing was set for September 23, 2026. We could not confirm the final vote.
