STACK Infrastructure is building a data center campus for Amazon off State Line Road in north Caddo Parish. Land clearing has started. Neighbors have raised concerns about roads and water runoff.

Commissioners voted 6-4 against asking the parish zoning commission to consider a pause on data centers in the zoned area within 5 miles of Shreveport. The idea died.

A commissioner proposed a two-year pause on new data centers and new data center tax breaks in unincorporated Caddo Parish (Resolution 53). The parish attorney said a moratorium needs an ordinance and a master plan, not a resolution. It was sent to a committee and did not reach a vote.

Village aldermen unanimously asked for an environmental study of whether taking large amounts of Caddo Lake water for industry would harm the lake and nearby towns.
βΈοΈ Pause on new data centers
A commissioner asked the parish to urge state and regional water officials to pause big new water withdrawals from Caddo Lake for one year and study the lake (Resolution 8). It died at the work session for lack of a second vote.

Parish commission passed Resolution 48, a standard tax-break deal (payments in place of property taxes) for data centers outside Shreveport. Two commissioners voted no. Residents objected that talks were kept under a secret deal (NDA).

Town council let the mayor sign a deal to sell Caddo Lake water to the State Line data center campus: about 1.3 to 1.5 million gallons a day at first, growing later. The mayor says the company pays for all new water lines. In May 2026 a local group said the town should have used an ordinance, not a resolution; the town disagrees.
