A commissioner proposed a two-year pause on new data centers and new data center tax breaks in unincorporated Caddo Parish (Resolution 53). The parish attorney said a moratorium needs an ordinance and a master plan, not a resolution. It was sent to a committee and did not reach a vote.

Village aldermen unanimously asked for an environmental study of whether taking large amounts of Caddo Lake water for industry would harm the lake and nearby towns.

A commissioner asked the parish to urge state and regional water officials to pause big new water withdrawals from Caddo Lake for one year and study the lake (Resolution 8). It died at the work session for lack of a second vote.

The mayor of Mooringsport and two Shreveport residents asked a judge to review the council's approval. They said the city broke the law and kept information from the public, and feared harm to Caddo Lake. On April 20, 2026 the judge dismissed the case. Lawyers said an appeal was likely; none was confirmed.

City council voted unanimously to overturn the planning commission's denial, giving the Greenwood Road data center its special use permit. A court upheld this vote in April 2026.

Parish commission passed Resolution 48, a standard tax-break deal (payments in place of property taxes) for data centers outside Shreveport. Two commissioners voted no. Residents objected that talks were kept under a secret deal (NDA).

The planning commission split 4-4 on a special use permit for a data center on Greenwood Road in west Shreveport, so the permit was denied. The city council later overturned this.

🤝 Agreement with the company · Blanchard

Town council let the mayor sign a deal to sell Caddo Lake water to the State Line data center campus: about 1.3 to 1.5 million gallons a day at first, growing later. The mayor says the company pays for all new water lines. In May 2026 a local group said the town should have used an ordinance, not a resolution; the town disagrees.
