Global AI plans a data center on 41 acres of the old Kodak/Carestream plant near Windsor, reusing a vacant factory building. Weld County approved the first phase, about 27.5 megawatts, in September 2026. The company has said it wants to grow to 1 gigawatt, but any bigger phase needs a new county review.

Weld County commissioners voted 5-0 to give Global AI a special-use permit for a 41-acre data center on the old Carestream site southeast of Windsor. The first phase is 27.5 megawatts; the company says it could grow to 1 gigawatt.

Residents' group POWER got approval to collect signatures for a vote on the county's Global AI approval. It needs 9,103 valid signatures within 45 days. If it qualifies, commissioners must call a special election within 60 days.

Weld County posted three stop-work orders (starting May 7, 2026) on Global AI's site for building without permits. On July 20 it sent an order to stop the illegal work by July 31. The county later approved the project's permit in September.
