County commissioners changed county zoning rules so data centers are only allowed, with special approval (conditional use), in heavy industrial (I-2) zones. None of the townships under county zoning has any I-2 land, so a developer would first need a rezoning. Ohio Capital Journal counts this as an effective ban.
