The planning commission backed it on March 12, 2026; the council vote was set for March 16. In June, city staff said Troy would not allow hyperscale data centers and would cap them at 30 megawatts.

City council passed data center rules (Ordinance 2025-46). Data centers are allowed only in the heavy industry (I-2) zone with a special permit. Buildings must sit 200 feet from home zones and 100 feet from roads. Noise is capped at 60 dB by day and 55 dB at night next to homes.
