QTS York County data center campus
QTS is building a large data center campus near Clover in York County. It now plans nine buildings and $8 billion of investment, with the first building opening in 2028. QTS says its cooling uses almost no water after the first fill.

- Sept 22, 2023QTS announced a $1 billion campus near Hands Mill Highway and Campbell Road, its first in South Carolina; the state gave York County a $200,000 site grant.

Local votes and rules
βΈοΈ Pause on new data centers
York County Council voted 6-0 for a nine-month pause on new data centers in unincorporated York County. The county will not take site plans or give special exceptions or other approvals for new data centers while staff study water, power, noise and neighbor impacts. Projects with vested rights, like approved parts of QTS, are exempt.

York County Council gave first approval to new data center rules. Data centers would need a special exception from the zoning appeals board in industrial zones, with bigger buffers from homes, noise studies and limits on water use. We could not confirm the final vote.
