Eugene's planning director ruled that a data center is not allowed at the former Hynix factory (1830 Willow Creek Circle) under its E-1 Campus Employment zoning. A lawyer for an unnamed buyer had asked. The city said data centers have few workers and may bring noise and water impacts. The ruling can be appealed to the state Land Use Board of Appeals (LUBA).
