Brightseat Tech Park (former Landover Mall)

A $5 billion campus of five data centers, up to 820 MW, is planned on the old Landover Mall site. It got approvals in 2024, then the county paused new data center permits after large protests. Whether the new 2-year moratorium covers this project is disputed.
Where things stand: Land use approvals came in 2024. County paused permits in Sept. 2025; a 2-year moratorium passed July 2026, but an advocacy group says it may not stop this project.

What happened so far
- Aug 2023Lerner filed an early application for a 'qualified data center' on the old mall site.
- March 2024County approved the land use permit; the subdivision plan was also approved in 2024.
- Sept 15, 2025County Executive ordered a temporary halt to data center permits after hundreds protested.
- Sept 16, 2025County Council voted to suspend review of new data center proposals until a task force reports.
- July 2026County Council passed a two-year moratorium on data center subdivision and site plans.
Local votes and rules
βΈοΈ Pause on new data centers
The county council paused data center applications for up to two years (CR-066-2026). No subdivision plans, building permits or grading permits for data centers can be approved while the council writes permanent rules. It ends sooner if those rules pass.

The county council passed a 180-day pause on permits and subdivision plans for data centers (CR-98-2025). It was later replaced by a two-year pause in July 2026.

County Executive Aisha Braveboy ordered a temporary hold on data center permits and applications while a county task force studied data centers. It followed anger over a data center plan at the old Landover Mall site.
