Rubix data center at the former AK Steel mill (Russell)

Rubix, part of Spain's Submer Group, wants to build eight data center buildings on the old AK Steel mill site in Russell. It could use up to 2 gigawatts of power, more than 10% of what Kentucky makes on a summer day, and about 55 million gallons of water a year. The company says it would spend $8 to $12 billion and hire 200 people.

Russell City Council approved a 180-day pause on data center applications in June 2026. Later, Rubix Data Centers proposed a very large data center at the former AK Steel mill site. A consultant for the developer told the mayor the pause could get in the way of the project.
