Phillip Road site (possible data center in an 'innovation center')

Panattoni wants to rezone a 240-acre city-owned field in west Roseville for about 660 homes, shops and an 'innovation center.' The draft environmental report says the industrial part could include a data center. The city says any data center would be capped at 30 megawatts and use recycled water.
Where things stand: Rezoning is under review; the plan could allow a data center up to 30 MW, but none is formally proposed.
🕒 Latest update (July 14, 2026): Roseville told reporters its grid is not built for a hyperscale data center.
