County supervisors unanimously approved land-use plan changes for three big data center sites: La Osa near Eloy, Project Midway southwest of Casa Grande, and the W Holdings energy and tech campus south of Maricopa. These plan changes do not rezone the land; each site still needs a rezoning vote.
