The county judge and advisers set six demands before Clean Cloud Energy's data center near Sheridan gets any tax break: no visible, audible or smelly impact, no harm to the water table, no higher power rates and no harm to internet service. A 65% tax break would need about $57 million paid up front to the county, with $1 million fines for breaking the terms. The county uses closed-loop cooling and says no official signed a secret deal (NDA).
