Montgomery County, which has no zoning, held a first reading of a very strict data center permit ordinance. It would require a 1,500-foot buffer, a 3-mile distance from irrigated farmland, a 35-decibel noise cap, an independent environmental study, two evening community meetings, and a sworn promise not to seek a tax break.
